Job Summary
The Director of Talent Acquisition Enablement will lead the talent acquisition operations, analytics as well as employment marketing and events team. This role partners closely with Talent Acquisition leaders, our recruitment processing partner, HR Business Partners, Optimum Marketing and Communications teams, along with other key stakeholders to ensure compliance and operational rigor within our processes while providing employment brand awareness and exceptional experiences to employees, candidate prospects, talent sources and applicants. The Director of Talent Acquisition Enablement enhances our ability to attract top talent through streamlined, innovative processes. Finally, they oversee the extension of our employment brand in the marketplace through brand placement, marketing, social media standards and events
Responsibilities
- Lead the development and execution of strategies to attract potential candidates to Optimum by promoting the company's employer brand through various marketing channels like social media, content creation, career site, and events, aiming to build a strong talent pipeline and engage with passive job seekers by showcasing the company culture and values.
- Partner and collaborate closely the TA business partners, HR business partners, marketing, communications and our external recruitment partners to understand recruitment needs and target ideal candidates to influence the above-mentioned strategy.
- Manage talent acquisition platforms with Digital EX and IT teams, ensuring effective, compliant, optimized, and standardized processes with continuous improvement and data integrity.
- Develop and maintain standardized full lifecycle workflows, templates, Standard Operating Procedures (SOPs), and guidelines for recruiters and recruitment partners.
- As a complement to and extension of analytics received through our recruitment partner, develop and manage additional Key Performance Indicator (KPI) reporting and analysis, and routinely analyze Talent Acquisition metrics and capacity against benchmarks and targets.
- Monitor team, partner, and stakeholder engagement with processes and implement solutions to improve employee and candidate experiences.
- Partner with Digital EX team to oversee the configuration, customization, and integration of recruitment systems and technical solutions to meet the organization's needs and enhance candidate and employee experience.
- Manage or oversee the management of relationships with external vendors, including job boards, background check providers, and other service providers.
- Negotiate contracts, service level agreements (SLAs), and pricing terms with vendors to ensure cost-effective and high-quality services.
- Provide regular updates, reports, and insights on recruitment operations and performance to key stakeholders.
- Enable and deliver dashboards for real-time insights by business, team, geography, etc. for hiring managers and TA partners.
- Ensure legal and regulatory compliance adherence and continuous monitoring.
- Manage internal and external audits.
- Create and manage (in some cases in partnership with our recruitment partner) structured interview guides for all role types, along with formal means of capturing interview feedback using qualification criteria and scaled rubrics.
- Monitor end-to-end process adherence and quality internally and partner with Director of Vendor Management to ensure recruitment partner is doing the same.
- Identify areas to reduce talent acquisition costs without compromising process compliance, experiences, or hire quality.
- Monitor Talent Acquisition industry trends and best practices for opportunities to utilize and lead change within Optimum's recruiting experience.
- Provide relevant training for hiring managers and HR partners, while ensuring our recruitment partner is fully informed of and able to train their recruiters on new processes, changes, or evolving marketing and talent outreach sources/tools.
- Partner closely with HR partners and Talent Acquisition teams and partners to understand their needs and support throughout the recruitment process.
- Oversee and ensure compliance with all relevant federal, state, and local employment laws and regulations, including EEOC, OFCCP, and other diversity and inclusion mandates, while driving continuous improvement in recruiting processes, policies, and reporting practices to meet organizational and legal requirements.
Qualifications
- Bachelor's Degree or related experience in Human Resources, Talent Management, Learning & Development, Organizational Development, or a similar field
- 10+ years of experience in Talent Acquisition or Recruiting Operations in a fast-paced, dynamic environment; experience in recruitment marketing and digital/social media talent market awareness is strongly preferred
- Experience building and leading high performing teams of HR operations specialists, or project/program managers and/or talent marketing and brand specialists
- Experience with career site management and ATS systems, with a focus on candidate experience, brand, compliance and reporting
- Successful track record in managing and prioritizing multiple concurrent projects with cross-functional stakeholders
- Deep understanding of what a simplified, holistic yet procedurally robust candidate, applicant and hiring manager experience should look like, with relentless focus on enhancing processes, communications, and data flow to drive continuous improvement.
- Strong analytical skills with the ability to synthesize information to provide insightful, innovative, out-of-the-box, compliant recommendations to improve processes, procedures and talent acquisition experiences.
- Proven experience in leading and communicating change management for new tools, processes, and frameworks

This position is identified as being performed in/or reporting to company operations in New York State. Salary ranges are supplied in compliance with New York State law. Pay is competitive and based on a number of job-related factors, including skills and experience. The starting pay rate/range at time of hire for this position in the posted location is $141,372.00 - $201,960 / year. The rate/range provided herein is the anticipated pay at the time of hire, and does not reflect future job opportunity.
