Job Summary
Lightpath is seeking a Director of OSP Engineering & Construction who will be responsible for supporting the construction of a 100+ mile fiber network in Arizona. The individual is responsible for everything that happens and fails to happen inside the given market, with regards to fiber network engineering and construction Implementation of the fiber network deployment program and projects that adhere to approved plans, budgets, and schedules. This includes but not limited to: interval performance, due date met performance, cost tracking and management, cost actuals versus budget, build quality, reporting accuracy, project tracker accuracy, reporting, communication updates and inter-department interface. The Director of Engineering and Construction is expected to provide direction to a team of OSP Project Managers and Inspectors, as well as taking a direct accountability in large, high-profile projects. The overall Director goals are to deliver projects on time, on interval, on budget and in compliance with all build quality and safety standards.
The Director of Engineering and Construction is a vital part of the Lightpath team. LP has near-term plans to dramatically accelerate expansion and, in doing so, the construction of new conduit/fiber plant. The OSP team is responsible for working with outside engineers and contractors to enable the rapid deployment of plant to enable this expansion, and the OSP Director plays a key role in this process.
Responsibilities

  • Hiring/Managing Project Managers, OSP Engineer, OSP Permitting manager & Project Inspectors that are qualified in OSP engineering, OSP permitting, construction & managing contractors in the field.
  • Manage all facets of the OSP project - deliver on time, on budget, within quality & safety standards. These projects include fiber construction, On-net data center builds, route miles of build which may involve major highway, Rail Road and/or waterways, canals, river crossings.
  • Work through MSA's and PSA's to onboard contractors.
  • Track, report and communicate OSP project progress.
  • Provide early communication on potential due date, interval, and/or budget slips to the OSP functional leadership.
  • Participate in project meetings at the corporate level and effectively support the overall project effort.
  • Develop high-level OSP schedule/budget for each opportunity for a deployment phase.
  • Develop detailed baseline OSP schedule upon project kickoff (using standardized OSP project tools) and maintain this schedule throughout the course of the project. Ensure that project tracker is updated daily.
  • Oversee/Manage OSP RFP/bidding/award in compliance with company procurement policy.
  • Review/approve OSP contractor invoices in a timely manner.
  • Oversee the construction complete process & ensure all tasks are closed-out in a timely manner.
  • Ensure as-built drawings to Fiber Engineering upon completion of construction for each segment.
  • Daily/frequent interaction with third party outside plant engineering & construction suppliers, local municipalities, public utilities, fiber company service delivery coordinators. product leads, sales/sales support team members.
  • Interface with senior management on critical projects, customer escalations, & budget reviews.


Qualifications

  • BS degree in Construction Management, Engineering, Information Technology or other related technical discipline and/or equivalent work experience.
  • Seven to ten years technical and management work related experience in the telecommunications industry with emphasis on transmission methods, OSP/ISP, optical networks, project management, and direct customer interface.
  • The individual will manage an organization of 3 to 5 OSP personnel and managers.
  • The position will require outstanding critical thinking and decision-making process, the anticipation of risky business situations with deliberate and swift response to same.
  • The position will be expected to compose and manage both expense and capital budgets in excess of $30M. The individual will be responsible for the prompt delivery of the fiber network.
  • The individual must possess outstanding communication skills, written and verbal, as well as strong interpersonal skills as he/she interfaces with subordinates, peers, customers, and vendors.
  • Experience in ESRI IQ GEO would be a plus.
