The Payroll Administrator position is accountable for HRIS/Payroll entries, processing, and audits as well as personnel records maintenance and compliance. This position is also responsible for delivering effective HR communications and service delivery including responding to walk-in, phone call, and email inquiries related to timesheets, payroll, benefits, policy, and other HR related matters.
Job Responsibilities:
- Shared responsibility with Director of Payroll & HRIS for preparing and processing semi-monthly multi-state payroll for 8 entities including 7 charter highschools for over 600 employees with both union and non union employees
- Coordinate efforts between payroll, human resources, finance and other departments to ensure proper workflow and maintenance of employee data into payroll
- Process new hires, transfers, terminations, salary changes, stipends, bonuses, and all benefit related deductions
- Track and audit all employee self service changes, including updates to addresses, W4, direct deposit, benefits and pay information
- Ability to create and maintain pay data imports into the payroll/HRIS system for payroll processing
- Handle the administration of the electronic timekeeping system including: employee/manager setup, adherence to FLSA rules, monitor submissions/approvals of timesheets and time off, ensure valid data transfers to/from payroll
- Compile all pre and post payroll reports from HR system for dissemination to the Director and finance department
- Lead new hire training for employee self service and timecards. Keeping employee manuals on each system up-to-date
- Verify all IRS required information including quarterly tax returns (941), year-end W-2 forms and ACA compliance
- Receive, review and answer garnishment orders from courts, government agencies, and creditors in a timely and efficient manner
- Assist in ensuring payroll practices remain compliant with all federal, state and local regulations
- Sustain a positive employee experience by liaising with staff at all levels to answer payroll, timecard and time off questions
- Maintain employee confidence and protect payroll operations by keeping information confidential
Required Education and Experience:
- Associates Degree required in HR, finance or related field
- Bachelor’s Degree preferred
- Minimum 5 years of payroll experience required
- Minimum 2 years of timesheet management required
- ADP Workforce Now experience a plus
- Non-profit or education industry experience a plus
Required Knowledge and Skills:
- Experience and comfort successfully processing the full payroll life cycle, including data entry, importing and auditing of data, preferably with ADP WFN
- Demonstrated knowledge of payroll and tax relevant laws and policies including research, opening/closing jurisdictions, analyzing and resolving payroll tax issues, payroll tax regulations
- Previous experience with multi-state payroll
- Ability to manage multiple tasks and shifting priorities under tight deadlines
- Action oriented with strong follow-up skills and initiative to correct problems
- Excellent verbal and written communication skills and a commitment to positive employee interactions
- Detail-oriented with ability to ensure integrity of information and follow workflow processes
- Ability to learn quickly, work in a fast paced environment and multi-task effectively
- Demonstrated knowledge and use of MS Office and Google products
- Experience utilizing payroll processing software or HRIS required
- Working knowledge of ADP WFN and eTime strongly preferred

Salary Information
While the majority of new hires’ starting salaries shall be expected to be placed in the first half of the range(s) to allow space to grow in the job, for those who already have significant relevant experience at that level of the job, placement at the higher end of the range(s) is possible.
Pay Range
$64,766—$97,150 USD
